[edit]The lead prominently lists countries explicitly. In fact the text of the declaration only refers generically to foreigners, and specifically to foreigners’ actions, primarily addressing the Christian vs Boxer conflicts. The use of missionaries as a wedge for imperialism was chiefly by Germany after the Juye Incident and by France as a historic policy.
The US also didn’t participate in the European and Japanese Battle of the Taku Forts (1900) 3 days earlier which was the immediate provocation for the declaration.
I would suggest this article instead link to Eight-Nation Alliance and explain the context.
